The point of Mutually Assured Destruction (MAD) is that no country would attack each other with ICBMs (capable’s of sending nuclear war heads between continents) because throwig nukes against one, would mean both throwing nukes at each other, which would mean mutually asured destruction, creating a Nuclear Power Ballance, that ensure that no one would use nukes against each other because the possibility of retaliation worked as a DETERRENT for nuclear warfare.
